Conducting Survey of CARTA: Third Party Monitoring / Community Capacity Building for ROSC II Project


RDRS Bangladesh is seeking to hire a consultant to carry out a survey on its “Citizens’ Action for Enhancement of Development Impact of ROSC II project through Accountability and Transparency mechanism in Northwest Bangladesh”, which is being supported by Manusher Jonno Foundation (MJF). The main objective of the survey is to gather relevant data for key project indicators (which has clearly been formulated in the project proposal) to measure the outcomes and specific objectives of the project.

The Context and Background

The Partnership for Transparency Fund, Inc. (PTF) (a not-for-profit corporation organized under the laws of the State of New York in the United States), acting in its capacity as the recipient of grant funds from the Japan Social Development Fund administered by the International Development Association of the World Bank Group (World Bank) for the Program, “Citizen Action for Results, Transparency and Accountability (CARTA)”. Manusher Jonno Foundation (MJF Bangladesh) (organized under the laws of the People’s Republic of Bangladesh), acting in Bangladesh in support of PTF’s activities pursuant to a Memorandum of Understanding between PTF and MJF Bangladesh dated October 27, 2011.

RDRS Bangladesh (the Sub-Grantee) is being implementing a sub-project with the support of MJF and PTF for enhancing the capacity of citizens to monitor the Reaching Out-of-School Children (ROSC II) project. The title of the sub-project is Citizens’ Action for Enhancement of Development Impact of ROSC-II project through Transparency and Accountability Mechanism in Northwest of Bangladesh, which has commencedonFebruary 01, 2014. The main objective of the sub-project is to evaluate policy and project actions through public accountability mechanism and civic engagement in the whole process of Implementation of the project. The sub-project intends to initiate a meaningful mechanism of third party monitoring to assess the implementation process of the main project.

The purpose of the sub-project is to facilitate the main project stakeholders including Parents, Centre Management Committee (CMC), Learners, Community Monitoring Group (CMG) and community-based organizations to build capacity and confidence to advance empowerment and contribute towards exploring opportunities, awareness and access to quality education. The sub-project will initiate transparency and accountability mechanism like social accountability tools in the implementation of the WB financed ROSC project in input, process and output monitoring through citizen engagement, sensitizing active and passive agents, creating demand for public accountability, sharing problems and prospects with local actors, capacity building of the duty bearers and effective networking with civil society at large. A community monitoring group will spontaneously monitor the definite process and effectiveness of the project; find out the gaps, sharing information through interface and will meet together with the project personnel and respective government line agency to mitigate the gaps by taking corrective measures. Thus, the potential inclusion of Third Party Monitoring (TPM) mechanisms will be introduced to improve the project effectiveness and efficiency.

RDRS Bangladesh will monitor implementation of ROSC II process and the effectiveness of education services by the involvement of community people provided by the Learning Centers (LCs) established for out of school children. It is expected that the sub-project will contribute to effective implementation of the ROSC II project.

Project Implementation Strategy and Methodology

The sub-project will maintain its distinct identity and would be considered as a clearly separate implementation. Implementation of certain activities at grassroots level will involve partnership with local Community Based Organizations (CBOs) and other civil society groups. As Third Party Monitoring (TPM) under the civil society efforts the project will monitor and assess the process of education service delivery, quality of service, inclusion of all levels of society, transparency and accountability in project implementation, effectiveness and efficiency of project operation of the ROSC II project through ensuring public accountability of the duty bearers by engaging the citizen while sensitizing institutional actors about responsibility of the teachers, project personnel, LG Body, Government Education Officials.

The project will have dual focus

  • Verification of the eligibility and selection process – LC locations, teachers, children (rural areas) through conducting a survey; and
  • Strengthening capacities of Center Management Committee (CMC) and parents to supervise and assess performance of the LCs by introducing Parents School Committees to the Community Score Card (CSC) tool. Focus in CSC assessment will be given to different aspects, including school infrastructure, education process quality, internal governance of LCs, etc.


A wide-range of methodologies has been introduced to implement the project effectively and efficiently. The details are available in the project proposal.

Project Objectives and Outcomes  

General Objective: Contribute to ensuring transparency and accountability in the implementation of ROSC II in targeted areas.

Specific Objective 1: To verify selection process under ROSC II (LCs locations, teachers, and children).

Outcomes: Assessment is conducted and findings communicated to ROSC II implementers.

Specific Objective 2: Improve capacity of the Parents Committees to monitor quality of education and to hold LCs accountable.

Outcomes: The Parents Committees are better equipped with social accountability tools to allow them to perform their role more effectively.

Objective and Scope of the Survey

The proposed survey will be conducted broadly for identifying the gaps between actual situations with the standard guidelines of setting up ROSC schools. The survey will mainly focus on the selection process of LC locations, teachers and children by developing appropriate tools and techniques. The survey will involve CMC, community people, government education officials, parents, students and other relevant stakeholders. The foundation of the survey will be the “Annado School Prodishtha Nirdesika” which has been developed by the Directorate of Primary Education under the Ministry of Primary and Mass Education. As a part of survey process, all other relevant documents will have to be reviewed to verify the selection process and its results.

The capacity of the service users and sustainability of the project will also be assessed. Separate questionnaires will have to be developed in discussion with stakeholders and beneficiaries for that purpose.


The specific objectives of the survey would be:

  • To provide an assessment of selection of LCs, teachers, CMCs, and learners;
  • To assess the existing service providing mechanism and capacity of the service providers, CMCs, Community Monitoring Groups (CMGs), and the local people to carry on the activities and ensure transparency and accountability;
  • To assess the quality of education, measure the satisfaction level of the service recipients, and level of transparency and accountability at different levels of project implementation.
  • To identify constraints and challenges confronting the project, and to gather key lessons, which may contribute to improve the current operational strategy of the project;
  • To provide advice and practical recommendations for the sub-project to continue the active participation of local people and other stakeholders; and
  • To provide a road map to ensure the sustainability of the project.


The consultant should share and finalize information collection instruments (both Bangla and English) in consultation with ROSC II team. Orientation session should be organized on data collection instruments to the data collectors before starting the session. A field test must be done for fine tuning the tools and techniques. The consultants will be responsible for data collection, quality control, data cleaning, data entry, analysis and reporting.

Initially, RDRS planned to implement the sub-project in Kaligonj Upazila of Lalmonirhat district, which was replaced by Badargonj Upazila of Rangpur district. The Project Director of ROSC Project has shown interest in finding out more about the reasons for the slow progress of project initiation in Kaligonj Upazila since it was also under ROSC I. It was requested to conduct very selectively KIIs and FGDs in at least one location in Kaligong to get the local stakeholders perception of the problem. So, the consultants will have to look into the issue as well.


Indicative Timeframe

Considering the magnitude of the work, it is assumed that 45 working days would be required to complete the field work and additional 15 working days for preparing, sharing the draft report, and finalizing the report. However, this will be finalized after mutual understanding between RDRS and the consultancy firm. The tentative time for starting the survey is June 2014. An agreement will be signed between RDRS and the consultants / consultancy firm.


The consultant will prepare a report in English that describes the assessment and puts forward the findings, conclusions and recommendations. An executive summary should be included. The recommendations should be practical and realistic and provide answers to the survey questionnaire. The presentation of the results is to be essentially linked to the key issues, establishing a flow of logic development derived from the information collected.

A presentation session will have to be organized with RDRS and MJF before drafting the report. The consultants will accommodate the comments of RDRS and MJF in the draft report and share the report with PTF and the World Bank consultant. The report will then be shared with ROSC-II team. The comments and feedback of ROSC II team has to be incorporated in the final report.

No format is specified for the final Report. This is left to the consultants to ensure the main objectives are fulfilled.   RDRS is eager that any constructive recommendations and suggestions should not be lost so any relevant ones which do not fit the report should be included as annexes.

Budget and Payment

This will be negotiated between the consultants and RDRS Bangladesh based on their response to this Terms of Reference. The consultant should submit both technical and financial proposals on how s/he intends to address the ToR. Experience of doing similar activities has to be mentioned in the proposals. The consultants should propose the most effective methodology in the technical proposal that will help in achieving the stated objectives of the survey. Any assumptions in the methodology related to the use of unpaid staff, volunteers should be made clear. The payment shall be made in three installments. The first installment will be 30% of the agreed budget after signing the agreement and will be paid after the first sharing meeting with RDRS and MJF authority on proposed methodology and approaches. The second installment will be also 30% of the total amount which will be paid after submission of the draft report and the remaining 40% will be paid after the acceptance of the final report by the PTF and ROSC II team. VAT and Tax will be deducted as per government rules and procedures.

Survey Team

The survey team will consist of at least two consultants with adequate and versatile experience particularly in the field of education related interventions taken by both government and NGOs. A prerequisite is a sound understanding on the overall education systems of the government of Bangladesh, NFE provided by the NGOs, community mobilization, gender, ethnic minority issues, project management and evaluation.

Individuals, consulting firms, coalitions, universities, and NGOs (referred to as Consultant in the document) are eligible to apply. The detailed CVs of the consultants should be submitted with the proposals.

Expected profile and qualities of the consultants:

  • Extensive experience in conducting education related projects/programs and a proven track record of delivering professional results.
  • Having a proficiency in English language.
  • Experience in working with the government and NGOs.
  • Ability to understand complexity and to focus on the key issues in a pragmatic and realistic way, and to offer appropriate and practical advice which can be implemented.
  • Demonstrated analytical, communication, presentation, and report writing skills.
