Analysis and Mapping of Funding Sources and Development of Fundraising Strategy

Background and Introduction:
Since 1972, RDRS Bangladesh has been assisted by international development partners in implementing its Core Comprehensive Programme. As the organization grew and programmes diversified, RDRS engaged in a wide range of bilateral projects with a number of national and international development organizations.
Obtaining donor fund is gradually becoming highly competitive. NGOs will have to compete effectively to mobilize scarce resources from the donor community. On the other hand, there is as such no fund raising policy in the organization.
RDRS Bangladesh is in the process of developing plans for diversifying sources of funding for future while working towards strengthening the future sustainability of the activities that are being implemented.
Under the given circumstances, RDRS management has decided to hire experienced professional/s to analyse and map funding sources and develop a fund raising strategy.

Organizational Profile of RDRS:
RDRS Bangladesh has been working for rural development by empowering the rural poor in northwest Bangladesh for over 42 years. RDRS was formally established as the Bangladesh field programme of the Geneva-based Lutheran World Federation/Department for World Service (LWF/DWS) on 8 February 1972 to provide relief, rehabilitation and development assistance to the war-affected people in northwest Bangladesh. Gradually, it has emerged as a national development organization in 1997.

The rural poor and marginalized achieve meaningful political, social and economic empowerment, quality of life, justice and a sustainable environment through their individual and collective efforts.

RDRS works with the rural poor and their organizations in order: to establish and claim their rights as citizens; to build their capacity and confidence to advance their empowerment, and resilience to withstand adversity; and to promote good governance among local institutions and improved access by the marginalized to opportunities, resources and services necessary to fulfill decent lives.

Mainstream Programs and Priorities
The RDRS strategy is operationalized through the vehicle of four mainstream programs which translate broad strategic aims into themes (or sectors) as the basis for specific development interventions. Some themes apply across several programs and, where possible efforts are made to ensure these are complementary. The mainstream programs and their thematic priorities are:

Civil Empowerment
Priorities 1: Active Citizens, Civil Society & Justice
o Empowerment of citizens, CBOs, CSOs
o Accountable local governance
o Gender equality & women’s empowerment
o Action against domestic violence, trafficking/kidnapping and injustice
o Quality education for children, adolescents
o Enhancing awareness and skills

Quality of Life, Health
Priorities 2: Quality of Life
o Communicable diseases and reproductive health including HIV/AIDS
o Safe water, sanitation and hygiene
o Access to basic health care

Natural Resources and Environment
Priorities 3: Natural Resource and Disaster Risk Management
o Climate change adaptation & mitigation
o Disaster risk & vulnerability reduction
o Food security & sovereignty
o Access to livelihood resources, skills and technologies

Economic Empowerment
Priorities 4: Economic Empowerment
o Access to financial services
o Enterprise and market linkages
o Reduction of seasonal unemployment and hunger (impact of monga)

To fulfil the abovementioned programmatic requirements the organization has more than 3,000 employees working in RDRS in different projects, programs and sectors. The organization presently is functioning in eighteen districts across Bangladesh, primarily in the northwest, namely; Kurigram, Lalmonirhat, Nilphamari, Rangpur, Gaibandha, Dinajpur, Thakurgaon, Jamalpur, Panchagarh, Hobigonj, Moulvibazar, Natore, Pabna, Rajshahi, Naogaon, Chapai Nawabgonj, Bogra, and Sylhet. The Head office is in Dhaka and all the programs are being coordinated by the central coordination office in Rangpur.

Management Structure
RDRS is governed by a Board of Trustees comprising leading actors from the humanitarian sector in Bangladesh. Its programmes run by a Management Committee consisted of 7 senior staff members.

The Purpose of the Assignment and the Scope of the Work
The purpose of the assignment is to strengthen the capacities of RDRS Bangladesh to access funding from various sources.

The specific objectives are:
a. Analyze the current situation and trends in NGO funding within different categories of funding sources.
b. Provide RDRS with a comprehensive and prioritized list of funding sources matching the vision and mission of RDRS.
c. Develop a fundraising strategy for RDRS in line with its Strategic Plan.

The Consultant/s is expected to map the possibilities of fundraising from different sources such as:
a. International development agencies
b. Multilateral donors
c. International NGOs
d. Corporate donors {including corporations with social responsibility programs (CSR)}
e. Foundations
f. National and local government

Methodology and Approach of Work
The Consultant is free to choose whatever methods are necessary to fulfill the assignment. The Consultant/s is expected to meet the officials of funding agencies in person as many as possible. The Consultant/s needs to prioritize her/his tasks in order to address all the issues. It is also expected that recommendations/suggestions/information should be strongly based on the reality of the context and circumstances – realistic and pragmatic.
Overall the assignment would emphasis, giving more attention to analyzing, assessing and recommending for the fundraising strategy for RDRS Bangladesh based on pragmatic analysis of the different categories of funding sources.

Key Responsibilities:
 To undertake an analysis of the NGO fundraising context.
 To meet the representatives of the national and international donors community in order to identify different sources of funding available for Bangladesh.
 To research and identify potential donors and make a list stating the priority areas of donors.
 To identify other sources of funding (corporate houses, foundations, individuals, etc.) and provide recommendations for next steps in approaching these sources of funding.
 To prioritize potential funding opportunities according to the best possible match between the scope of RDRS project activities and donor interests.
 To meet the RDRS Board of Trustees, Management Committee and staff to develop a fundraising strategy that will guide the organization in its fundraising efforts.
The Consultant/s is expected to deliver the following documents:
 A comprehensive report by fulfilling all purposes of the assignment and scope of work that has been mentioned above.
 A fundraising strategy for RDRS.

Experience of the Consultant/s:
The Consultant/s is expected to have the following competency and experiences:
 At least ten years of solid experience in strategic development and fundraising (including donor management, identification and liaison, proposal writing).
 Proven track record of successful fundraising.
 Demonstrated success in preparing proposals and grant applications that have been approved for funding.
 Sound knowledge of the current funding and business environment in South Asia particularly in Bangladesh and the donors that are currently funding projects here.
 Familiarity with the sources of funding which match with the broad program priority areas of RDRS Bangladesh.
 Knowledge of fundraising cycles, proposal formats, and application procedures of key donors/foundations/business entities.
 Excellent command of the English language.
 Deadline driven with a focus on results.
 Experience in working with non-profit development organizations.
 Advanced MS Office skills, specifically in MS Word and PowerPoint.

Individuals, consulting firms, coalitions, universities, and NGOs (referred to as Consultant/s in the document) are eligible to apply.

Budget and Payment
This will be negotiated between the Consultant/s and RDRS Bangladesh based on their response to this Terms of Reference (ToR). The Consultant/s should submit both technical and financial proposals on how s/he intends to address the ToR. The payment shall be made in three installments. The first installment will be 30% of the agreed budget after signing the agreement and will be paid after the first sharing meeting with RDRS authority on proposed methodology and approaches. The second installment will be also 30% of the total amount which will be paid after submission of the draft report and the remaining 40% will be paid after the acceptance of the final report. It is worth to mention here that VAT and Tax will be deducted from each installment as per government rules and regulations.

The Consultant/s will provide a draft report and a fundraising strategy within four weeks of appointment. RDRS Bangladesh will provide comments on that within two weeks and the Consultant/s will then have a period of two weeks to finalize the report.
