The Contracting Authority invites eligible individual consultants to submit proposals for the services.

In submitting a proposal, the Consultant accepts in full and without restriction the special and general conditions including annexes governing this request as the sole basis of this simple procedure, whatever his own conditions of services may be, which the Consultant hereby waives. The Consultants are expected to examine carefully and comply with all instructions, forms, contract provisions and specifications contained in this Request for Proposal.
- Scope of services
The services required by the Contracting Authority are described in the Terms of Reference attached in Annex 1.
The Consultant must offer the totality of the services described in the Terms of Reference. Proposals offering only part of the required services will be rejected. In filling-in the Methodology form in Annex 3, the Consultant shall provide comments on the Terms of Reference, an explanation of his/her strategy and approach to the execution of the Services, an outline programme of his/her activities.
- Contractual conditions
The terms and conditions of the consultancy contract which will be entered into between the Contracting Authority and the selected Consultant will be those contained in the Draft Contract attached in Annex 2.
- Cost of proposal
The Consultant shall bear all costs associated with the preparation and submission of his proposal and the Contracting Authority will in no case be responsible or liable for these costs, regardless of the conduct or outcome of the selection process.
- Eligibility and qualification requirements
Consultants are not eligible to participate in this simple procedure, submit a proposal or be awarded the service contract, if they are in one of the situations listed in article 9 of the Draft Contract, or if they cannot give the warranties in respect of child labour, forced Labour, basic social rights and mines and cluster-bombs specified in article 9 of the Draft Contract.
Consultants shall in the Proposal submission form attest that they meet the above eligibility criteria. If required by the Contracting Authority, the Consultant which proposal is accepted shall further provide evidence satisfactory to the Contracting Authority of his/her eligibility.
- Exclusion from award of contract
The service contract may not be awarded to Consultants who, during this procedure;
(a) are subject to conflict of interest:
(b) are guilty of misrepresentation in supplying the information required by the Contracting Authority as a condition of participation in the contract procedure or fail to supply this information:
(c) perform, condone or tolerate corrupt, fraudulent, collusive or coercive practices, regardless of whether such practices can be attributed to this procedure;
(d) Attempt to influence the procurement committee of the Contracting Authority in the process of examination, clarification, evaluation and comparison of proposals, to obtain information on how the procedure is progressing or to influence the Contracting Authority in its decision concerning the award of the contract.
- Requested documents and information
The Consultant shall complete and submit the following documents with his proposal:
- Proposal Submission Form (Annex 4) duly completed and signed by the Consultant;
- Methodology to be drawn up using the format in Annex 3, including the outline programme;
- C.V. highlighting the Consultant’s experience in the specific field of the services and his/her specific experience in the country/region where the services are to be performed;
- Copy of first page of passport/National ID card
- Copy of latest minimum one report related to policy analysis that you have produced through consultancy.
The Consultant shall also provide all relevant information; documents and references which give evidence of his/her qualifications to carry out the services.
The Consultant whose proposal is accepted shall provide, if so requested by the Contracting Authority, copies of diplomas and employers’ certificates or references proving his/her education, professional experience and language proficiency.
- Financial proposal
The Financial Proposal must be presented in BDT the Proposal Submission Form in Annex 4. The remuneration of the Consultant under the contract shall be determined as set out in article 3 of the Draft Contract.
RDRS will not bear any cost related to the service like – any insurance cost or compensatory cost due to accident/Injury for this assignment.
VAT and Tax will be deducted from the consultant’s remuneration in the source as per government rules and regulations and deposited to respective account.
- Validity of proposals
Proposals shall remain valid and open for acceptance by the Contracting Authority for a period of 15 days after the closing date. The Consultant shall guarantee his availability for the assignment in his proposal.
- Submission of proposals and closing date:
Proposals must be received at the address mentioned on the front page, both soft and hard copy by mail and e-mail, no later than 21/12/2014 (“the “Closing Date”). Proposals received after the closing date will not be considered.
- Evaluation of Proposals and award criteria
The consultant shall possess the following expertise (with ranking):
- Experience minimum one relevant policy analysis as a consultant
- Relevant academic qualifications and specialised knowledge in Food Security Governance in Bangladesh and South Asia level
- At least 05 years of experience in social development, especially on issues of Rapid Law and Policy Baseline of Right to Food, State Food and Provisioning and Social Protection in Bangladesh & South Asia
- Knowledge of Northwest & Northeast Bangladesh
- Experience in facilitation, analysis, presentation and writing professional level reports
- The consultant should have previous experience in Law and Policy Baseline of Right to Food, State Food and Provisioning and Social Protection in Bangladeshwith clear understanding on rights based approach (RBA) and participatory and action research in the field of Right to Food and Food Security
The evaluation/selection method will be the Quality and Cost Based Selection. A two-stage procedure shall be utilised in evaluating the proposals, a technical evaluation and a financial evaluation.
Proposals will be ranked according to their combined technical (St) and financial (Sf) scores using the weights of 80% for the Technical Proposal; and 20% for the offered price.
Technical evaluation – For the comparison and evaluation of the technical proposals, the Contracting Authority shall take the following criteria and scores into consideration:

Financial evaluation –
The formula for determining the financial scores shall be the following:
Sf = 100 x Fm/F, in which
Sf is the financial score
Fm is the lowest price and
F is the price of the proposal under evaluation
The lowest Financial Proposal (Fm) will be given a financial score (Sf) of 100 points.
The Contracting Authority reserves the right to call to interview the Consultants having submitted proposals determined to be substantially responsive.
The Contracting Authority reserves the right to contact the Consultants having submitted proposals determined to be substantially and technically responsive, in order to propose a negotiation of the terms of such proposals. Negotiations will not entail any substantial deviation to the terms and conditions of the Request for Proposal, but shall have the purpose obtaining from the candidates better conditions in terms of technical quality, implementation periods, payment conditions, etc.
Negotiations may however have the purpose of reducing the scope of the services or revising other terms of the contract in order to reduce the proposed remuneration, when the proposed remunerations exceed the limits of the funds made available to the Contracting Authority by its donor/funding agency.
The Contracting Authority will award the contract to the Consultant whose proposal has been determined to be substantially responsive to the requirements of this Request for Proposal and which has obtained the highest overall score, provided that the Consultant has also been determined to fulfil the eligibility and non-exclusion criteria.
- Award notice and signature of contract
Prior to the expiration of the period of the validity of the proposals, the Contracting Authority will notify the successful Consultant in writing that his/her proposal has been accepted. In this notification, the Contracting Authority will enclose the Contract based on the Draft Contract attached to this Request for Proposal, in which the terms of the successful proposal, together with the terms agreed during negotiations, will have been incorporated.
Within 5 days of receipt of the Contract, the successful Consultant must sign and date the contract and return itto the Contracting Authority.
Upon receiving the signed Contract, the Contracting Authority will notify the unsuccessful Consultants in writing of the result of the negotiated procedure.
- Cancellation for convenience
The Contracting Authority may for its own convenience and without charge or liability cancel the present procedure at any stage.
Annex 1: Terms of reference
1. Background Information
RDRS Bangladesh and Dan Church Aid’s” Improving Food Security Governance in South & South East Asia through strengthened participation of organizations of marginalized farmers” project is designed to increase the participation of small/marginal farmer organizations in decision making process linked to food and nutrition security in Nepal, Bangladesh, India & Myanmar.
The strategic partners from India will facilitate and coordinate learning at regional level on policy advocacy related to food security governance issues with partners in Nepal, Bangladesh and Myanmar will work directly with vulnerable communities.
RDRS is implementing this project in 02 district namely Thakurgaon & Panchagarh of Northwest Bangladesh. The project has started from December 2013.
The overall and specific objective of this project are given below:
To strengthen capacities of small/marginal farmer organizations from the most deprived communities in South/South East Asia (S&SEA) to network, engage in and impact local, national and regional policy dialogue on food and nutrition security (F&NS) and specific objectives are given below:
South Asia and South East Asia have enough natural resources to feed its population; however growing hunger and food insecurity among small and marginal farmers remain a chronic phenomenon. India’s poor mostly belonging to excluded communities carry between 1/3rd to 1/4th of the global burden of food insecurity ( Bonnerjee & Kohler 2010). According to UNDP/Oxford University study (2010) eight Indian provinces have more food insecure persons than 26 African nations put together. In Myanmar, government Food Security Policy and Price Stability measures that promote imported crops/products are gaining ground substituting local farm products. Nepal has 287,100 landless, 1.3 million small/marginal households with an ownership of 0.1 – 0.05 ha( Report high level commission on scientific land reform, 2010) of fragmented land in draught and water induced disaster prone areas with high women /infant mortality rate. 25%-28% households In Bangladesh (having food production only 4-5 months yearly)have less than 1800 calories food intake per day/person resulting in women/children being seriously undernourished. Regional food security priorities and farmers interests are contradicting each other due to lack of farmers participation in agriculture planning and national export prioritization scheme. Respective governments of these countries have launched mega programs and have policies in place to overcome hunger/malnutrition among the most vulnerable groups.However, benefits of such provisions hardly reach the beneficiaries. Inadequate knowledge and capacities among farmers organizations; landlessness, small holding, land in difficult terrain and low productivity, strong lobby of international food industries, degradation of resource base recruiting flood/drought, lack of support services/infrastructure, social exclusion, top down policies, shrinking political space for civil society and ineffective governance are some of the common causes.
Overall Objective of this Project:
To strengthen capacities of small/marginal farmer organizations from the most deprived communities in South/South East Asia (S&SEA) to network, engage in and impact local, national and regional policy dialogue on food and nutrition security (F&NS).
Specific objectives of the project is to
v To equip the target groups/networks with critical understanding of food/nutrition governance in action countries and ability to participate in the decision making processes
v To increase engagement of the target groups/ networks in relevant national/ regional/ global forums to protect and promote indigenous, eco-friendly farm practices and farmer interests
v To address loopholes in F&NS policy and practice in action countries through collective advocacy by target groups / networks for better production, procurement and distribution systems
such as Effective committee, Farmers forum etc.
Estimated results of this project:
1.Increased knowledge/ critical understanding of target groups about root cause of food insecurity and gaps in multi-level food governance systems in action countries
- Leadership and organization of target groups strengthened through capacity building and multi-tier collaboration with stakeholders
- Practical knowledge on F&NS gained by target groups through promotion of eco-friendly indigenous farm technologies/ practices
4. Local farmers’ interests promoted through sharing of best practices in climate resilient indigenous technologies in public forums
5.Greater understanding among target groups of Food Security (FS) policy processes through cross-country sharing of best practices
- Local Authorities in action countries ensure greater inclusion of target groups in FS policy dialogue and decision making.
2. Contract Objectives and Questions

A country level alliance formed to conduct the study. Alliance members have experience and expatriate on different food security dimension i.e agriculture, food secuirity, sahetynet, leagal issues, climate change, gender & diversity, health & Nutrtion etc.So main task of the consultant to mobilize the alliance members and give the the resonsibilities among alliance members in their respective areas. Collect draft information from them and analysis as per 5 main parameters which are in details in area of service. The same study is ongoing on others South and South East Asia Countries i.e Nepal and Myanmar and Bnagladesh study is the part of the report. 02 DCA startegic partners Center for Equity Studies(CES) and Center for Science and Envirionmnet ( CSE) of the project are guiding the study. So consultatnt will get a brief orienation of the study. Moreever the consulatnt will do the following task.
- Main task of the study policy analysis related to Food Securty and Right to Food in Bangladesh
- Organize regular meeting with the alliance memebrs and divide area of responsibilites among the alliance mebers
- Developed questionaries in each specifice 5 parameter related exist policy and field parctices of existing polices/program/law/scheme/act etc
- Orient the field team on the questionares and field visit if required
- Gather information from the alliance members and field team, analysis the policy/information and field practies
- Develop and draft report and share with all relevant project stakeholders, startegic partners of the project and DCA
- Faciliate the findings with national level stakeholders, policy makers and respective like minded organization
- Develop an final report with specific recommendation
- Finaly identify ares of advocay and develop a advocacy plan invoving all alliace members
Results to be achieved by the consultant:
- A policy gap analysis report should be developed for Rapid Law and Policy Baseline of Right to Food, State Food and Provisioning and Social Protection in Bangladesh
- Finalized area of advocacy and an advocacy plan should be developed involving all allaice members

3. Area OF SERVICE
As a part of the “Improving Food Security Governance in South and South East Asia through strengthened participation of marginalised farmers” project, one of the key steps identified is a mapping of the law and policy landscape related to Right to Food, State Food and Provisioning and Social Protection in Bangladesh, Myanmar and Nepal.
The study will be analysis 5 main parameters, each having a number of sub-questions as detailed below:
1] State of food provisioning
- Public Distribution System: Is there any programme for distributing subsidised uncooked food to households? If so, give details of whether it is universal or targeted, what quantities of what food items are supplied, to which categories of households (if it is not universal)
- School Meals:Is there a public funded program for school meals? If so, give details. Is it for all schools or only government schools, or any other category of schools? Is the meal fresh and locally prepared, or ready to eat packages? Who cooks the food, and what are the systems of oversight, both administrative and social?
- Infant Feeding:Is there any program for feeding – with hot cooked meals in centres or take-home rations? If so, details. Who cooks the food, and what are the systems of oversight, both administrative and social?
- Nutrition Counselling and Crèches: Is there any program for nutrition counselling for breast feeding and other infant feeding practices? Is there a public funded program of crèches, and/or a statutory obligation on employers to establish crèches? If so, give details.
- Feeding Programs for Vulnerable Groups:Are there any public funded feeding programs for vulnerable groups, such as urban and rural children without caregivers and out of school working children, destitute persons, aged persons without care-givers, and urban homeless persons; or subsidised food soup kitchens for the rural or urban poor? If so, give details?
- Maternity Entitlements: Does the country have a program for maternity benefits for pregnant women? Is this in the formal or also the informal sector? What are the benefits provided? Is it statutory, if so what is the legal framework? Are there any other feeding programs for pregnant and nursing women? If so, details?
- Pensions for the Aged, Disabled and Single Women: Is there any public funded program for pensions for the aged, physically and mentally disabled persons and single women? If so, details. Are these benefits universal or targeted? If targeted, then which categories are covered by these entitlements? What are the amount of the benefits?
- Famine and Scarcity Codes: Does the state have a written protocol or code on how to deal with famines, famine-like situations, and food scarcities caused by drought and other natural and human-made disasters? If so, details? Does this have any legal backing? Is it operational?
- Starvation Codes:Similarly, is there a state protocol or code for how to deal with individual starvation and also malnutrition. If so, details? Does this have any legal backing? Is it operational?
- Right to Food:Does the constitution, or law, or both, guarantee the right to food? If so, please give details. What rights does it guarantee, and are these rights enforceable by an independent agency? Are any or all these rights operational and effective? What is the institutional mechanism for dealing with complaints of violations?
- State procurement, MSP programs and guarantees: is there a government supported programme for procurement of food grains from small and marginalized farmers? Is there a minimum support price guaranteed for the procurement policy? If so, give details.
- Wage programmes and Farmer income protection strategies: is there a publically funded programme that guarantees minimum wages to farmers during times of unemployment? If so, give details. Are these benefits universal or targeted – for instance, are groups such as the landless given any special preference? What are the amounts of the benefits?
- Farmer crop insurance schemes: are there any crop insurance mechanisms that small and marginal farmers have access to? If so, how widely are these schemes being accessed? What are the various kinds of schemes available – linked to damages, weather indexed etc? Are they available just for crops, or do they extend to livestock, fishing and other livelihoods?
- Market support and linkages for small farmers: are there any publicly funded programmes that provide the farmers information about prices, market trends, etc? What kind of ICT access do the farmers have? If so, provide details of how effective this is. Do small farmers receive any support to form cooperatives, unions and negotiate better prices for inputs as well as their products?
- Promotion of low cost, sustainable agriculture technologies and cropping patterns: what are the government schemes and programmes that promote sustainable agriculture – low external inputs, increased water use efficiency, substituting chemical inputs with organics, etc? Are there publicly funded programmes or subsidies to encourage farmers to use technologies such as drip irrigation, sprinklers, develop their own compost pits etc?
- Extension services for sustainable agriculture technologies and cropping patterns: do small farmers have access to publicly funded extension services – trainings on modern agriculture practices, improved crop varieties, pest control, nutrient management, services such as soil testing etc.? Is it widely used? Give details.
- Watershed development strategies: is there a publicly funded programme for soil and water conservation, afforestation and other watershed development activities? Are there protocols for community ownership and maintenance of the structures/activities?
- National and sub-national strategies for climate change adaptability and resilience: is there an overall national strategy/framework for responding to climate change? Does this strategy provide the guidance required for coming up with sectorial action plans (agriculture, livestock etc) that are climate resilient/climate smart and take into account vulnerabilities of communities to heightened weather variability? Do provide details.

The contract period of this assignment is of 6 weeks, begins from the signing date.

Logistic and Facilities:
It is clear that the respective consultant will have to bear all expenditure related to food, accommodation, transportation, drafting and publication of report etc incurred for the involvement. But when he/she will travel to the project field at Rangpur, Thakurgaon, Panchgarh and Netrokona , respective organization ( DSK / RDRS) will arrange, food , accommodation for the consultant. Public transport (Bus & train) will be allowed for travel purpose.
The following outputs will be expected by the consultant
i. He/She will submit a detailed action plan and methodology including submission dates for draft report, debriefing workshop etc.
ii. A report outline and detailed tabulation plan will be prepared and shared with RDRS, DSK/DCA prior to field work.
iii. Conduct a debriefing workshop to share the findings with RDRS, DSK and DCA/EU
iv. Prepare a draft report and share it with RDRS and DCA.
v. Participate in workshop organised by RDRS to discuss the findings.
vi. The final report (2 CD-soft copy and 2 hard copies in English) based on feedback from RDRS and DCA should be submitted
The debriefing workshop prior to the assessment team’s departure should present the preliminary findings, conclusions and recommendations. The purpose is to inform RDRS & DCA and other stakeholders of the team’s observations, and to gather feedback to improve the final report.
The final policy gap analysis report should be produced after incorporating feedback from RDRS, DSK, DCA and its strategic partners CES / CSE no later than 6 days after debriefing. A draft report should be sent to RDRS in hard and soft format for comments. The final report should be delivered to RDRS both hard and soft copy.
The policy gap analysis report to be presented to RDRS as per time lines shall follow the following format:
- Main messages and impact (1 page)
- Executive summary (2 pages)
- Main text along with findings and recommendations (30 pages)
6. QUALIFICATION REQUIREMENTS
The consultant shall possess the following expertise (with ranking):
- Experience minimum one relevant policy analysis as a consultant;
- Relevant academic qualifications and specialised knowledge in Food Security Governance in Bangladesh and South Asia level;
- At least 05 years of experience in social development, especially on issues of Rapid Law and Policy Baseline of Right to Food, State Food and Provisioning and Social Protection in Bangladesh & South Asia;
- Knowledge of Northwest & Northeast Bangladesh;
- Experience in facilitation, analysis, presentation and writing professional level reports;

Nothing contained in the contract shall be construed as establishing a relation of master and servant or of agent and principal as between the Contracting Authority and the Consultant. The Consultant shall under no circumstances act as the representative of the Contracting Authority or give the impression that the Consultant has been given such authority.
- Scope of services
The subject of the contract is Improving Food Security Governance in South & South East Asia through strengthened participation of organizations of marginalized farmer’s project at Northwest & Northeast Bangladesh. The “services” are described in the Terms of Reference (Annex 1) and further specified in the Methodology and Outline Programme (Annex 2).
In consideration for his/her services, the Consultant shall receive a global remuneration of BDT. This global remuneration covers the Consultant’s fee rate, including overhead, profit, all his/her obligations, leave, sick leave, overtime and holiday pay, social charges, etc.
The Financial Proposal must be presented in BDT using Proposal Submission Form in Annex 4.
RDRS will bear food, accommodation and transportation (first class train ticket and AC bus only) cost at the time of field visit, draft report sharing workshop after signing the contact.
RDRS will not cover any insurance cost or compensatory cost due to accident/Injury for this assignment.
The payment will be made according to following and receiving invoices and reports.
The consultant fee (100% of total fees) will be paid in 3 installments.
First installment will be 25% of the total fees to be paid after signing the contract.
2nd installment will be 30% of the total fees to be paid after draft report submitted
Final installment (45%) of the total fees will be paid within 15 days of approval of the final report by the contracting authority and receipt of the consultant’s final invoice.

- Tax and social contributions
VAT and Tax will be deducted from the consultant’s remuneration as per government rule and deposited to respective account.
- Commencement date
The date for commencing implementation shall be the same date of the signature of this contract by both parties.
- Period of implementation
The period of implementation of the services shall be 60 days from the commencement date.
The Consultant shall submit reports as specified in the Terms of Reference.
The Consultant shall keep the Contracting Authority updated on contract progress on a regular basis.
- Declarations and representations
By signing the contract, the Consultant certifies and warrants that he/she is NOT in one of the situations listed below:
(a) He/she is bankrupt, wound up, is having his/her affairs administrated by courts, has entered into an agreement with creditors, has suspended business activities, is the subject of proceedings concerning these matters, or is in any analogous situation;
(b) He/she has been convicted of an offence concerning their professional conduct by a judgement with force of res judicata;
(c) He/she is guilty of grave professional misconduct or corrupt practices proven by any relevant means;
(d) He/she has not fulfilled obligations relating to the payment of social security contributions or taxes in any country where these payments are due;
(e) He/she has been the subject of a judgement with force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity;
(f) He/she has been declared to be in breach of contract in another procedure financed by the European Community or in another procurement procedure carried out by the Contracting Authority or one of its partners;
(g) He/she has a conflict of interest in relation to this contract, i.e. as a result of economic interest, political or national affinity, family or emotional ties, or any other connection, he/she is in a situation which could compromise the impartial and objective performance of the contract.
The consultant further warrants that he/she and his/her affiliates:
- comply with the UN Convention on the Rights of the Child – UNGA Doc A/RES/44/25 (12 December 1989) with Annex – and that he/she or his/her affiliates has not made or will not make use of forced or compulsory labour as described in the Forced labour Convention and in the Abolition of Forced Labour Convention 105 of the International Labour Organization;
- respect and uphold basic social rights and working conditions for their employees;
- are NOT engaged in any design, development, sale or manufacture of anti-personnel mines and/or cluster bombs or components utilized in the manufacture of anti-personnel mines and/or cluster bombs.
Any breach of the representations and warranties of this article, in the past or during the performance of the contract, shall entitle the Contracting Authorityto terminate this contract immediately upon notice to the Consultant, at no cost or liability for the Contracting Authority.
- Checks and audits
The Consultant shall permit the Contracting Authority or its representative to inspect, at any time, records including financial and accounting documents and to make copies thereof and shall permit the Contracting Authority or any person authorized by it, including the European Commission, the European Anti-Fraud Office and the Court of Auditors in case the contract is financed by the European Community budget, at any time, to have access to his/her financial accounting documents and to audit such records and accounts both during and after the provision of the services. In particular, it may carry out whatever documentary or on-the-spot checks it deems necessary to find evidence in case of suspected unusual commercial expenses.
- Discretion and confidentiality
The Consultant shall treat all documents and information received in connection with the contract as private and confidential, and shall not, save in so far as may be necessary for the purposes of the performance thereof, publish or disclose any particulars of the contract or the project without the prior consent in writing of the Contracting Authority. It shall, in particular, refrain from making any public statements concerning the project or the services without the prior approval of the Contracting Authority.
- Intellectual and industrial property rights
All reports and data such as maps, diagrams, drawings, specifications, plans, statistics, calculations, databases, software and supporting records or materials acquired, compiled or prepared by the Consultant in the performance of the contract shall, with the copyright thereto, be the absolute property of the Contracting Authority. The Consultant shall, upon completion of the contract, deliver all such documents and data to the Contracting Authority. The Consultant may not retain copies of such documents and data and shall not use them for purposes unrelated to the contract without the prior written consent of the Contracting Authority.
The Consultant shall not publish articles relating to the services or the project, or refer to them when carrying out any services for others, or divulge information obtained from the Contracting Authority, without the prior written consent of the Contracting Authority.
- Order of precedence of contract documents
The contract is made up of the following documents, in order of precedence:
- this Contract
- the Terms of Reference (Annex 1)
- the Methodology (including the outline programme) (Annex 3)
The various documents making up the contract shall be deemed to be mutually explanatory; in cases of ambiguity or divergence, they should be read in the order in which they appear above.

Mr. Mamunur Rashid, Agriculture & Environment Coordinator is responsible for the same as focal person who will provide assistance and requisite information and will handle related affairs to the respective consultant. The consultant should have to communicate with him and they have to submit work plan in light of SMART and keep effective communication with him and sits accordingly (as per agreed plan)
General Terms and Conditions:
- The finalized, well-tuned, recognized, developed and approved policy gap analysis study report will be treated as RDRS property that the consultant must not sold, used, or reproduced in any manner without the prior written approval of RDRS Bangladesh
- RDRS Bangladesh may, by written order, make general changes within the scope of the content affecting the services to be performed or time of performance. If any such changes cause an increase or decrease in the cost or time required for performance of any part of the dissertation assignment under the contract, RDRS Bangladesh shall make equitable adjustment in the contract price, delivery schedule, or both and shall modify the contract accordingly, in writings.
- In the event of failure on the consultant’s part to meet the agreed deadline, RDRS Bangladesh reserves the right to penalize the consultant at the rate of 10% of the total remuneration for each week after the deadline.
- Individual consultant/ expert have to submit curriculum vitae of theirs key working guys and sample copy of theirs similar assignment, publication or commission of any dissertation as reference of similar expertise as rationales.
- Individual consultant / expert should use logos of EU, DCA , RDRS, DSK, CSE, CES and others alliance members of the study Bangladesh in their publication.
- The assignment will made with gentlemen agreement devoid of unexpected misunderstanding.
- Acceptance of submitted report is depending upon the satisfaction of RDRS/DCA senior management according to the agreement.
- Facilities to be provided by the Contracting Authority:
- RDRS Bangladesh will provide food, accommodation & vehicle support during field visit. If consultant is outside of the project area only bus/train fare allowed for to the consultant /consultant from his/her destination.
- Finally submit draft copy of well-tuned and sound documents and will sits with the respective RDRS senior management & DCA representatives, after incorporating findings/ decisions the consultant will make those as finalization.
- The consultant will have to finally submit 02 sets of soft copies (CD/DVD) and 02 copies of original printed English version of final report on the titled study “ Policy Gap analysis) of Improving Food Security Governance in South & South East Asia through strengthened participation of organizations of marginalized farmers to RDRS Bangladesh for payment.
- Entry into force of contract
The contract shall enter into force and effect after signature by both parties of this contract.

Annex 3: methodology
Methodology and Approach
The consultant is free to desire whatever methods are necessary to fulfill the evaluation objectives. However, it is expected that, wherever possible, participatory approaches should be adopted. RDRS and its development partners regard the study as an important learning process. In fulfilling its tasks and responsibilities, the consultant should seek to ensure that it reflects this and that it operates in a sensitive manner.
The consultant should ensure that all major stakeholders – Farmers group and its association in different level, all alliance members, food security program/ project implementing organization, UN, INGOs, project staff and management and development partners – are identified and mobilized to give their views..
The consultant should give desk analysis of existing policy related to Food Security and Right to Food and its field level practices.
