By enhancing the capacity and networks of local civil
society and setting good governance standards, the
work of school management committees, officials and
representatives becomes more transparent, is held to
greater account and raises the quality of education. In 120
government primary schools (32,000 children) there was
an increase in pupil attendance and a fall in drop-out rates.
