RDRS in Disaster Response

Background
Born out of humanitarian work in 1971 (War of Independence).
Continuous involvement over the last 29 years.
Active participation in national disaster responses to flood, cyclone, drought (1985, 1991, 1988, 1998 etc).
Disaster response combined with early warning.
Approach and Capacity
Fold-out structure with ability to respond quickly.
Maintains specialised coordination unit (Environment & Disaster Preparedness Co-ordination Unit).
Emphasis on community capacity-building/mobilisation and awareness.
Reliance on experience.
Special focus on women and children.
Networking with NGOs and 260 Union Federations (associations of disadvantaged Groups).
Maintain close co-operation with Government/Local Agencies.
Initiatives in Disaster Response
4 large community-based disaster preparedness projects (1995-2002 with ECHOsupport -each one year).
Maintain emergency relief/stock enabling rapid and appropriate response (with NCA support).
3-year disaster preparedness project with CARE/USAID.
Integration of disaster preparedness in the core development programme.
Organisational capacity-building (radio, boats, solar lamp, grainstores, ground raising, staff development).
Increased networking and coordinating (ACT International, AZEECON, NIRAPAD/CARE Bangladesh, ADAB, Disaster Forum, Disaster Management Bureau, and others).
Linkage with other similar organisations.
Relief assistance to disaster victims people beyond the normal RDRS' target group and working area.
Clear policy and strategy for disaster response.
Future Challenges
Developing and sustaining disaster preparedness capacity for both community and organisation.
Responding to needs for relief assistance.
Mobilising funding for emergency appeals.
Institutionalising disaster response at local/grassroots level.
Combating the effect of river erosion, inlcuding commissioning extensive field research.
Responding to disaster impact in critical health emergency.
Effective cooperation with local government authorities.
Expanding involvement to inlcude other risk maagement elements (violence/conflict, HIV/AIDS, road accidents).
